Scottish Road Works Commissioner

Kevin was appointed as Scottish Road Works Commissioner in November 2020 for a five-year term. His role, which is independent of government, is to monitor road works in Scotland and promote good practice within the sector with the aim of reducing the impact of road works. He heads up a small team based in Edinburgh. He holds a degree in Civil Engineering, a post-graduate diploma in Transportation Engineering and is a Chartered Engineer with over 30 years’ experience in the roads sector. His career has been mostly with local authorities in both Scotland and England. He is passionate about improving the management of roads assets, harnessing new technology and minimising the impact of road works activity on people and the environment.

Research into Service Life of Reinstatements

  • The presentation will discuss the implementation of an extended guarantee period for utility reinstatements and detail recent research to assess the expected service life of such reinstatements. 
  • The research looked at a sample of reinstatements completed over a ten-year period and compared these with data from a previous study undertaken in 2012. 
  • The results give data over a 20-year period and show how reinstatement quality has changed over that time. 
  • The research work, commissioned through the Scottish Road Research Board by the Scottish Road Works Commissioner, was undertaken by WSP
