Philippa Gilhooly

Team Leader, Traffic and Road Safety, Scottish Borders Council

Graduated from Heriot Watt Uni 20 years ago having spent 4 years with Lothian and Borders Police Road Safety Unit.

Previously an IT trainer having studied Software Engineering (badly) at Napier back in the 80’s.

Spent 20 mainly very happy years with Scottish Borders Council as a road engineer and now lead the rather excellent Traffic and Road Safety team of dedicated professionals.

Probably best known for the trial of converting all 97 settlements with 30ph speed limits in the Scottish Borders to 20mph as part of Spaces for People during Covid 19, Twinning St Abbs with New Asgard, designing PiPencil shaped bollards and an amazing scissor collection on display when working from home.

Spaces for people: Trial 20mph roll out

13:45 - 14:15

Scottish Borders Council converted all existing 30mph speed limits to 20mph and is working with Transport Scotland, Police Scotland, Edinburgh Napier University and SUSTRANS as well as residents to determine which streets if any should remain at 20mph and which streets if any should revert back to 20mph.  Been an interesting project involving the analysis of more than 3million vehicle movements across the network.
