Caley McDowall
Senior Associate Director, JacobsCaley McDowall is a transport planner with over 20 years’ transport experience; 17 of which have been in transport consultancy. For most of her career, she has focussed on the promotion of active and sustainable travel choices; encouraging more people to walk, wheel, cycle and use public transport more often.
She is a leading expert in transport behavioural change and social marketing. Much of her work has involved engagement and research with local communities. She is project manager for Jacobs’ zebra crossing research project, and has led much of the engagement work required, giving her unique insight into the views and experiences of disabled people when using zebra crossings.

- Since 2020, Jacobs, with partners University of Edinburgh (UoE) has been supporting Transport Scotland with research into Zebra crossings.
- Zebra crossings are an alternative to uncontrolled crossings and a more economical alternative to signal-controlled crossings. However, they are often perceived to not provide any additional benefit to some road user groups, particularly blind and visually impaired people.
- The research has sought to understand if and how reasonable adjustments could be made to Zebra crossings to make them more accessible; to identify improvements to enhance perceived safety for most at-risk groups.
